Flush ALL commands not sent to a group or individual tracker

• user - user name
• pwd - md5 hash of the password
• token - Group token may be used instead of user and pwd
• grpid - Group from which commands will be deleted
• deviceSn - If set the groupid will be ignored, it will delete all pending commands from Tracker. User must be the owner of the tracker, token is not allowed in this case.
